Delaware’s Department of Health and Social Services, Division of Substance Abuse and Mental Health
(DSAMH) is implementing Substance Use Treatment and Recovery Transformation (START) Initiative. As
part of the initiative, DSAMH supports initiating buprenorphine treatment in hospital emergency
departments and facilitates a smooth transition to community treatment providers. The START program
supports this effort by placing peer recovery specialists at key entry points, such as EDs, primary care
offices, and Bridge Clinics, to assist individuals in starting and maintaining treatment.
