  • Since 2016, the Department of Drug and Alcohol Programs (DDAP) has worked with county
    offices to ensure a “warm handoff” for individuals recovering from opioid drug poisonings. In its
    2015-2020 grant agreement with Single County Authorities (SCAs), which are responsible for
    local SUD programs, DDAP implemented contractual changes designating overdose survivors as
    a priority population and mandating that each SCA establish a warm handoff policy.
